The total cost for financing strategies that will support Albania’s accession process to the European Union by 2028 is estimated at approximately 7.6 billion euros.

This figure is outlined in the 2026-2028 Priority Policy Document, published in the Official Gazette.

This document will guide the drafting of the medium-term budget and the allocation of financial resources, focusing on fulfilling the defined priorities.

Meanwhile, the disbursement of EU financial support will depend on concrete progress in implementing the specified reforms.

Additionally, macroeconomic stability, sustainable public finance management, transparency, and budget oversight are general conditions that must be met to secure payments and fund releases.

Between 2024 and 2027, Albania is expected to receive a total fund of 922 million euros in the form of grants and loans, conditional on implementing key reforms outlined in the National Reform Agenda.

Financial allocations will support key sectors, including:

  • Improvement of the business climate
  • Human capital development
  • Advancement of digital skills
  • Energy and green transition
  • Strengthening the rule of law
