The kidnapping and brutal murder of the eight-year-old boy in Fier diverted the attention to crimes against minors.
Euronews Albania learned that this year, there were 162 complaints linked to offenses involving children.
But law enforcement authorities worry that the figure is much higher than what is actually being reported.
The majority of these offenders suffer from mental health problems or have a history of drug or alcohol abuse.
Also, many of them are not first-time offenders, just like the case of Klodian Calamani, the man who admitted to having killed and then buried in his backyard the eight-year-old boy in Fier.
The 38-year-old stay spent four years in prison in 2006, after taking hostage a minor. Despite serving time in prison, Calamani not only wasn’t rehabilitated but continued to remain a threat to society.
MPs are now deliberating to create a registry for convicted sex offenders which would make it easier and faster to identify them.
The practice is applied in several EU countries with the aim of identifying and possessing the personal data of every convicted felon in this category.
The case was brought to the attention of policymakers as at present there is around 100 child sex who have been released, after doing prison time.
