Euronews Albania has seen a draft being discussed in Brussels on holding the first Inter-Governmental Conference between Albania and the European Union.
There are six eye-catching points on the draft:
Generally, the organization of the elections was well managed by the electoral administration. Parties had enough trust to participate in the polls and a reformed CEC monitored the process in a well-organized and transparent manner.
It remains concerning the misuse of state resources at the function of the party in power and other public figures. OSCE/ODIHR called on every irregularity to be brought to the attention of CEC and other competent authorities and these cases should be investigated adequately, including vote-buying. Some cases are tied to SPAK.
Regarding the functioning of the Constitutional Court, an important objective was reached at the end of 2020, with the appointment of 3 new judges at the Constitutional Court. With 7 members on duty, the Constitutional Court regained the necessary quorum of 6 members for plenary sessions, which means becoming functional, hence completing the condition for the first Inter-Governmental Conference.
Notable progress has been made in tackling organized crime, including cooperation with EU member states and implementing the action plan to fulfill the recommendations of the financial acts’ task force.
From the peak moment of applications in 2017, in the most-affected member country by Albanian asylum-seekers, the efforts of Albania resulted in a decrease, from 12,130 applications to 3,005 in 2020.
On the Media Law, authorities have guaranteed to review it according to the recommendations of the Venice Commission.
In conclusion, in its entirety and despite challenges from COVID-19, Albania continues to show commitment and give substantial and stable results in the main fields identified at the Council Conclusions on March 2020. Particularly, Albania has completed the remaining condition and continues to fulfill the other benchmarks that need to be fulfilled prior to the Inter-Governmental Conference, while continuing to make considerable and sustainable progress to face the other priorities underlined by the Council.
