SPAK’s wiretaps in Diber show that in the latest parliamentary elections, citizens were offered money in exchange for votes.
This is the story that keeps getting repeated in recent years in the district of Diber.
On April 22, 2021, Denis Xholi – a civil servant at the municipality of Bulqiza – and Arbjon Ceku were caught buying votes for the Socialist Party.
Both of them were arrested and sentenced to 1 year in prison.
Euronews Albania has secured SPAK’s investigative files, which includes an anonymous recording, where both felons are heard admitting to the fact that they were distributing money in exchange for votes.

The day when Xholi was surrounded by DP supporters, he called a businessman named Aqif Konesha, who he spoke to in order to formulate an alibi about the money that was found on him.

Xholi called another citizen called Dionis, to tell him that he had been caught by police with a considerable amount of cash in his vehicle.
At this point of the wiretap, the felons admit that they’ve distributed money in exchange for votes.
This SPAK file also includes a detailed description of how citizens have been threatened to be taken off of social assistance if they fail to vote for SP.
After dossier no. 184, this is the second time that officials and supporters of the Socialist Party are wiretapped and heard admitting that they’ve bought votes.
In the general elections that took place on April 25, 2021 the 5 parliamentary mandates available in Diber were divided amongst the Socialist Party (2) and the Democratic Party (3).
