Law restricts cabinet conduct as Rama bans minister-businessmen meetings

A new law might potentially make it unlawful for Albanian cabinet ministers and businessmen to meet up.

In addition, the former will have to refuse paid flight tickets from individual and/or private companies, as well as go to bars and restaurants during working hours.

Moreover, it is strictly prohibited for ministers to gamble, or even enter gambling compounds.

Ministers must also follow strictly the Highway Code.

If any cabinet member is caught in violation of any of the above-mentioned, he or she must make a formal apology to the public, or face removal from office.

The new regulation that came into force on April 29 was initially unveiled by PM Edi Rama, after winning a third consecutive term in office, and adopted last September in a Council of Ministers meeting.

“The New Code of Ethics” allows meetings with business groups but only under the supervision of 2 civil servants, who write down the names of the attendees and transcript the main part of the discussion in a special registry.

In addition, ministers will no longer be able to fly business to European destinations, use the VIP Lounge Area at the airport, or use the official state car for personal matters.

The Albanian Prime Minister also banned organizing parties for staff and going for holidays abroad with funds taken from the budget.

Going to bars and restaurants will only be allowed on national holidays and on special family occasions.

All gifts received by ministers will have to be put to display as decorations or be submitted to the Prime Minister’s Office.

The new regulation will affect civil employees, avoid misconduct in bars and restaurants, inappropriate environments, meeting interest groups, or posting inappropriate content on social media from their workplace.
