City Hall takes ownership of Elbasan Incinerator for €1-euro per month

The incinerator of Elbasan is now under the ownership of the Municipality of Elbasan and 6 local divisions, that will be sending their waste for processing at this plant.

Documents secured by Euronews Albania show that the Agency for the Administration of Confiscated Property has awarded the right of use to these municipalities in exchange for a symbolic rent of €1 euro per month.

7 municipalities founded the company Eco-Elb and the majority of its shares (52%) belong to the municipality of Elbasan, followed by Perrenjas, Librazhd, Peqin, Belsh, Gramsh, and Cerrik.

At the moment, this incinerator is not operational due to the lack of raw materials.

However, recently these municipalities have been able to approve a fund for the purchase of 20 thousand tons of oil, which are needed to turn on the plant.

The incinerator of Elbasan was confiscated following a SPAK order and Special Court verdict dating December 14, 2021 – a few days before the object which was under the administration of the concessionary would be passed on over to the municipality of Elbasan.

The solution for these municipalities to pay a €1-euro-rent was thought to be the most relevant way to keep the plant from degrading.

This comes as a result of the former owners – Stela Gugallja and Klodian Zoto – being declared wanted by police on allegations of embezzlement and tender fraud.
