The confiscated buildings that will be required to be retained by the builder will be sold to him at the market price and not at the reference price.

However, their price in the market is not specified, as the reference price with which calculations are made in expropriation or property transactions, and has created uncertainty about the value that the businessman will pay.

But, a decision of the Ministry of Finance solves this impasse. It will be the real estate experts who will set the price, while the procedure will be followed by the Directorate of State Property Administration. Licensed experts will be paid from 60,000 to 300,000 Lek for each review, while they will not be given more than 10 days for any building without a permit that is required to be bought back by the building owner.

Until now, by decision of the National Council of the Territory, 22 complete constructions or additions within them without permission have been confiscated, in Tirana, Durres, Kavaja, Vlorë, Himarë and 1 in Sarandë, but only 1 of them has been requested to be purchased by the original owner. The other 21 will be donated.
