From “January 21” to Politicians in Sky ECC Interceptions, SPAK Head Speaks

In an informal meeting with journalists, the head of the Special Prosecution Office (SPAK), Altin Dumani, provided an update on ongoing investigations into several important cases, including the January 21st case and investigations into electoral crimes.

Dumani clarified that the decision from the Supreme Court to reopen the “January 21st” case was made in March 2024, while the documents arrived at SPAK on July 11, and the registration of the criminal procedure without specific names took place on July 15.

“Concrete actions are being taken daily for this case, as it is a dynamic process that requires daily actions,” Dumani said.

Regarding the investigations into electoral crimes, Dumani emphasized that he would soon publish the investigation strategy.

“The strategy is almost finalized and is awaiting approval. Additionally, an action plan and an order have been prepared, but for now, I cannot make the order public,” he stated.

Dumani also spoke about investigations based on communications uncovered from the Sky ECC platform.

“It’s not true that there have been no arrests of politicians, as we have arrested former MP Jurgis Çyrbja. We do not have the entire Sky ECC database at our disposal; we are continuously seeking additional codes as they come up based on the investigations we have. Based on the results so far, we have not found a direct link. As an institution, we are careful to separate evidence from rumors, striving to be as objective as possible. We now also have a decision from the Constitutional Court regarding this issue, and we are waiting for the reasoned decision to examine the arguments. We are trying not only to rely on the communications from Sky ECC but also to link them with other evidence. I guarantee you that once we identify any individual and have evidence, we will make our decisions,” said the head of SPAK.

Dumani expressed that, regarding the Llogara Tunnel case, SPAK cannot provide detailed information due to the effect it may have on the investigation. He emphasized that any information could impact the development of the investigations.

Regarding the investigation into the Mayor of Tirana, Erion Veliaj, Dumani announced that the case is still in the preliminary investigation phase. “We cannot make more information public at this stage,” he stated, adding that the checks conducted are tools for gathering evidence.

Dumani also addressed the investigations into the incinerators, clarifying that when the seizure was decided, the Tirana incinerator was placed under state administration. He emphasized that the administrator of the incinerator is responsible for managing the funds and that those suspected of benefiting from these funds are being investigated.

“Also, the investigation is ongoing for the other part of the funds,” Dumani said.

As for reports from other institutions, Dumani did not hold back his criticism.

Dumani: “There are institutions that leave much to be desired, but we have encouraged them to provide us with reports when they have suspicions of legal violations.”
