Albania has the highest number of families unable to keep their homes warm due to high costs and low income.
Data published by Eurostat shows that around 38% of households in the country cannot afford to heat their homes, the highest rate in all of Europe.
Neighboring countries in the region have significantly lower rates, while the European average stands at 10.6%. The figure is 24% in North Macedonia, 14% in Montenegro, and 9% in Serbia.

The phenomenon is also known as “energy poverty.”

According to a report by the national Energy Regulatory Authority, almost one million Albanians are unable to pay their heating bills.

Eurostat indicates that energy poverty has increased across Europe. Spain and Portugal also have high rates of 21%, while Luxembourg reports only 2.1%.
