To establish the Albanian Development Bank, the initial capital will be 10 billion lekë, funded by the Albanian government, which will fulfill this contribution over a 4-year period. The state will also hold a 51% majority stake in the bank’s shares. The Albanian Development Bank aims to empower small and medium-sized enterprises (SMEs) and startups by providing financing and, in certain cases, technical support. This assistance is intended to help businesses improve productivity, enhance competitiveness, and expand their presence in international markets.

Another key objective of the bank is to promote Albanian exports by encouraging the production and services that can successfully compete in foreign markets.

According to the document, the Albanian Development Bank will raise funds through various mechanisms, including accepting repayable funds from the public and other financial instruments. Additionally, the bank will be able to establish branches and subsidiary companies both domestically and abroad.
