Euronews Albania journalist explains how will the open-list system reflect on the mandates
Preferential voting is one of the innovations of the upcoming elections to be held on April 25.
Euronews Albania journalist Ardit Hoxha explained that unlike previous elections, this year voters will choose through the open-list system and changes can be made.
Hoxha said that preferential voting will determine the final listing of a candidate, despite their ranking at the moment when the list was submitted to the Central Election Commission.
After counting the votes of the political parties, the number of the mandates will be determined according to the votes it has received.
Of particular importance is the electoral threshold.
If the quotient differs for every county and party, the electoral threshold is 10.001.
In other words, if a candidate receives 10.001 votes, he automatically gets the term even if he is at the bottom of the list.
Also, women must comprise at least 30% of the candidate’s list.
