Kosovo Prosecution Files Indictment Against Minister Fikrim Damka for Two Criminal Offenses

The Basic Prosecution in Prizren has filed an indictment against Minister for Regional Development Fikrim Damka and his son, accusing them of committing two criminal offenses: “assault” and “threats” against other individuals.

Damka was arrested a day after the parliamentary elections in Kosovo, held on February 9, 2025.

According to the indictment, the first defendant, F.D. (born 1972), on the afternoon of February 9 in Prizren, physically assaulted victims A.M. and M.J. over a prior dispute concerning social media posts involving the “KDTP” party and its chairman, the defendant F.D.

While the victims were in a neighborhood park with other members of their party “YTHP”, F.D. allegedly approached A.M. aggressively, verbally threatened her, then grabbed her by the shoulders and pushed her, before being restrained by bystanders. He then threatened and assaulted M.J., pushing him and headbutting him, causing physical pain.

These actions constitute the criminal offense of “Assault” under Kosovo’s Penal Code. Additionally, Damka is accused of issuing serious threats to both victims, allegedly saying he would take their lives, causing fear, anxiety, and insecurity — qualifying as the offense of “Threat”.

The second defendant, F.D. (born 1992), is also charged with assaulting M.J., by pushing him in the chest, and threatening him with harm, also leading to psychological distress.

The prosecutor has proposed that the court find the defendants guilty of the charges after evaluating the evidence and conducting the trial, and that they be sentenced according to the law.
