Illegal Constructions, Rama Announces New Reform for Territorial Control

Prime Minister Edi Rama has once again addressed the issue of illegal constructions and the occupation of public spaces.

In a post on social media platform X, the head of government announced a new reform aimed at territorial administration, placing particular emphasis on the responsibility of the National Inspectorate for Territorial Protection (IKMT) in tackling unauthorized constructions.

Rama also stated that, alongside this reform, new initiatives are being designed in key sectors such as water supply, urban sanitation, and the provision of fuel and medicine.

“Tolerance toward illegally occupied land at the community’s expense or permits issued in violation of regulations at the city’s expense—tolerated by local governance as a normal part of urban life, while territorial inspectorates and municipal police have in most cases become part of the problem—will be thoroughly addressed through a new legal reform for territorial control and development. We have already begun working on this reform in parallel with new reforms for drinking water services, waste management, fuel and medicine supply, as well as hospital services. These will be key milestones as we enter the path of our fourth mandate toward Albania 2030 in the European Union,” Rama wrote on X.
