President Ilir Meta decreed on Wednesday the appointment of Arbena Ahmeti, the new judge to join the High Court.
The move means that the High Court will now have ten judges, out of a total of 19 required.
This will also pave the way to complete the vacancies at the Constitutional Court. The latter had reached a deadlock due to the missing quorum at the High Court.
At the time being, the Constitutional Court has 7 judges: Vitore Tusha, Elsa Toska, Marsida Xhaferllari, Fiona Papajorgji, Sonila Bejtja, Altin Binaj, and Perparim Kalo.
However, the mandate of Binaj and Kalo expires soon, leaving the court once again with 5 judges.
The Court’s rulings, which require 9 judges, are made with 5 votes, otherwise, they would have no constitutional legality.
President Meta’s move was commended by US Ambassador Yuri Kim.
We welcome continued cooperation among institutions to implement justice reform, including today’s appointment by Presidency of the 10th judge to High Court. This increases functionality of High Ct, also enables High Ct to appoint a judge for Const’l Ct. https://t.co/GP43v7i4Zk

A few days ago, Meta published a list of 10 candidates who had applied for the soon-to-be-vacant post of Perparim Kalo. His mandate ends in April.
Among the candidates that have applied are former interim prosecutor in chief Arta Marku and Arta Vorpsi. The latter’s application has been previously rejected by the Albanian President.
