Earthquake reconstruction, Supreme State Audit uncovers 16 violations

The reconstruction process following the earthquake that struck Albania back in 2019, hasn’t been transparent, due to a lack of paperwork and a clearly set-out working plan. This conclusion was drawn by the State Supreme Audit, which has found 16 violations so far in the work regimen of the Ministry of Reconstruction, from January 2020 – April 2021.

At the moment, the ministry hasn’t even provided a list of donations or their application on the ground.

In addition, documents of objects damaged from the earthquake are incomplete and lack a detailed report on the step-by-step procedure needed for their reconstruction, all of which creates the perfect environment for speculation and abuse.

Some of the violations discovered by the auditing of KLSH (State Supreme Audit):

  • No documentation has been provided in regards to the activity of the Ministry of State for Reconstruction, about their supervision and coordination of the activity of ministries and other institutions, public or state agencies, as well as a draft detailing the program and process of reconstruction for the damaged and/or destroyed objects.
  • The Ministry of Reconstruction staff has simplified their editing of the documentation that gives accounts on the identification of internal material and human resources, that each institution possesses as well as determines the way that they will be used in the execution of the reconstruction process.
  • The minister of state for reconstruction hasn’t documented the follow-up or execution of the responsibilities and vested duties of other ministries and relevant institutions, particularly in regards to the treatment of citizens who have lost family members and/or become homeless as a result of the earthquake.
  • The minister of state for reconstruction hasn’t documented the information necessary for the methods of use and efficacy achieved by each donation or assistance offered by global and local organizations or public personalities.
  • The minister of state for reconstruction hasn’t documented the coordination, direction and supervision of the ministries and other relevant institutions when it comes to drafting a plan regarding how the economic situation caused by the COVID-19 pandemic in the country will be handled.
  • The agreements on the vaccine supply for the auditing period starting from 01.01.2020 – 30.04.2021 haven’t been provided, rendering the KLSH auditing team unable of overseeing or evaluating them.
  • From the auditing, we were able to conclude that 2 projects that have been accepted and approved through an offical decision of KSHR, are in violation of predetermined procedures by VKM on the beneficiaries of reconstruction grants.
