Enver Hoxhaj: Prioritize pan Albania integration, if EU enlargement stalls

Kosovo’s former foreign minister Enver Hoxhaj recommended creating a working group tasked to oversee whether bilateral agreements are being enforced.

According to him, economic and trade deals see “the most obstacles” in their implementation, adding that “political will is greater than the capacity to actually implement them”.

In an interview for Euronews Albania, Hoxhaj says that the Albania-Kosovo partnership must be seen in relation to the European integration process.

“Albania’s and Kosovo’s partnership must be seen in terms of what is happening with EU integration. If the EU thinks enlargement is impossible at the moment, then pan Albanian integration should become a priority”, said Hoxhaj.

Building a railway that would connect the two states has often been a topic during intergovernmental meetings, however, Hoxhaj believes that Albania and Kosovo need to “finish the construction of the “Patriotic Highway first”.

Asked about his stance on unification, Hoxhaj said that he sees no problems in political and diplomatic terms, however, said that more needs to be done in creating a common market, and education and cultural cooperation.
