Rebani Jaupi, Director of the Department for Public Order and Safety, announced in a press conference the measures taken by the State Police to ensure order and public safety during the “European Political Community” summit on May 16, 2025.

Road Closures in Tirana

On May 16, 2025, from 06:00 to 18:00, the entire perimeter surrounding the square where the summit will take place will be inaccessible to pedestrians and vehicles. This perimeter includes the following roads:

• From the intersection with “Zhan d’Ark” Boulevard to the intersection with “Myslym Shyri” Street;
• The segment of “Myslym Shyri” Street from the intersection with “Ibrahim Rugova” Street to the intersection with “Dëshmorët e Kombit” Boulevard;
• “Ibrahim Rugova” Street from the intersection with “Myslym Shyri” to “Kavaja” Street;
• “Ded Gjo Luli” Street;
• “Urani Pano” Street continuing to Barrikadave Street up to the intersection with “George W. Bush” Street;
• “Zogu i I” Boulevard to the “former Circus” tunnel.

Traffic Rerouting Due to Perimeter Restrictions:

• “Zogu I” Boulevard towards “Skënderbej” Square will be diverted at the Ministry of Justice;
• “Durrës” Street will be diverted at the Ministry of Education and Sports;
• “Kavaja” Street will be diverted at the “Tymi” traffic light;
• “Myslym Shyri” Street will be diverted at the junction with “Sami Frashëri” Street;
• “Dibra” Street at “Selvia” and “Hoxha Tahsim” Street will be diverted at the intersection with “Tefta Tashko” Street.

Full Road Closures

To ensure the secure transit of delegations arriving from “Mother Teresa” Airport (and other border points such as Hani i Hotit and Morinë), full road closures will occur:

• May 14, 2025, from 22:00 to 23:00: Closure from the Airport to the new “Thumanë-Kashar” highway, continuing through the “Tirana-Durrës” Highway, Kashar Overpass, “Shqiponja” Square, Astir section of the New Ring Road, “Pallati me Shigjeta” intersection, Old Sauk Roundabout, Elbasan Street to “Plaza” Hotel.
• May 15, 2025, from 08:00 to 24:00: Same itinerary closed during delegation movements.
• May 16, 2025, from 06:30 to 11:30: Closure of the same route from the Airport to the event site.
• May 16, 2025, from 13:00 to 18:00: Reverse route closure from “Skënderbej” Square to the Airport.

Note: Both directions of roads will be closed at the time of delegation transit.

Alternative Routes Suggested:

To/from Rinas Airport:

• Secondary roads of the “Tirana-Qafë Kashar-Rinas” highway;
• Northern Ring Road via “Paskuqan – Institut – Kamëz – Domje – Laknas – Rinas.”

For the Astir area:

• Underpass at “Pallati me Shigjeta”;
• Overpass on “Teodor Keko” Street, “Shqiponja” Square overpass, and connecting secondary roads.

For “Student City” area:

• “Qamil Guranjaku” Street and German Villas block will access “Bajram Curri” Boulevard via Bryl.

For “Shefqet Ndroqi” Hospital access:

• Temporary diversions via “Pasho Hysa” Street toward “Ali Demi” Street during delegation movements.

Parking Restrictions

• Parking and vehicle standing will be prohibited in designated areas of the capital on May 15–16.
• Illegally parked vehicles will be towed, and drivers will be fined.
• Closed parking areas:
  • In Rinas: VIP zone (2 public + 2 private).
  • In Tirana: Underground parking at “Skënderbej” Square, “Plaza” Hotel, “Tirana” Hotel, “Torre Drini” building, “Toptani” Mall, and “Green Tower.”

Citizens are advised to avoid using personal vehicles to reach “Mother Teresa” Airport during this time.

Partial Traffic Restrictions

Temporary vehicle movement limitations will also be in effect near the summit venues on May 15–16, 2025:

• Areas around the following hotels: “MAK Albania,” “Marriott,” “Rogner,” “Plaza,” “Tirana International,” “Xheko Imperial,” “Radisson,” “Hilton,” “Ark Boutique,” “Diplomat 1,” and “Holiday Inn,” including adjacent roads (Elbasani St., George W. Bush St., Urani Pano St., 28 Nëntori St., etc.).

Additional Restrictions on May 15, 2025:

From 19:00 to 24:00, partial restrictions on: Elbasani Street – Sauk Roundabout – Highway – TEG Roundabout – State Reserves area.

Stopping and Parking Ban

• On May 15–16, 2025, from 06:00 to 20:00, stopping and standing of vehicles will be prohibited from the “Ekonomiku” Roundabout – Elbasani Street – George W. Bush Street – and all roads within the rerouted perimeter.
