The scheduled Kosovo-Serbia dialogue meeting in Brussels failed to take place due to delays in the Serbian delegation’s travel, according to Kosovo’s acting First Deputy Prime Minister Besnik Bislimi.
In a statement to the media following a bilateral meeting with EU Special Representative Peter Sorensen, Bislimi said discussions focused on the European Union’s new approach to the next phases of the dialogue—both at the chief negotiators’ level and in future high-level meetings to be led by EU High Representative Kaja Kallas.
Bislimi emphasized several unresolved issues that require urgent action or clear responses from Brussels:

Serbia’s failure to fulfill obligations related to Integrated Border Management, particularly its failure to construct three agreed border crossing points.

Serbia’s lack of response to Kosovo’s proposal to open seasonal border points in Dobrosin, Muhovc, and Breznicë.

Ongoing non-recognition of Kosovo’s phytosanitary and veterinary certificates by Serbia, which continues to hinder Kosovo’s exports.

The non-implementation of the energy agreement, especially the economic damage to Kosovo caused by Serbia’s blockade of interconnection lines.
The missed meeting further delays progress in the EU-facilitated dialogue, as Brussels prepares a revised diplomatic approach aimed at resolving outstanding issues between the two sides.
