Kosovo Prime Minister Albin Kurti and EU’s foreign policy chief Josep Borrell maintained two very different stances in regards to the Association of Serb-majority municipalities in Kosovo.
In a joint press conference in Brussels, Borrell persisted on the establishment of the Association, while Kurti responded that the agreement must pass through the Constitutional Court first.
According to the EU’s top diplomat, there is no point in holding a high-level meeting if parties do not show the will in having substantial results.
“We clearly stated that after two meetings this year, the precondition for the highest-level talks is that the two sides are ready to agree on concrete results. It would be unnecessary to have another meeting if preconditions were not met. It would again be a meeting for no reason”, Borrell said.
“From what I’ve understood from Lajcak is that there is no will at the moment but we can’t force parties […] What was said during this meeting is that the establishment of the Association of Serbian Municipalities is part of the Brussels agreements, this agreement is concluded in good faith by the parties involved,” he added.
But according to Kosovo’s head of the executive, Serbia has failed to implement more than two-thirds of agreements.
“There are 33 agreements between Kosovo and Serbia. Two-thirds have not been implemented by Serbia, but always, Serbia requires the implementation of only one of them, which has not passed the test of the Constitutional Court. It is time to have a dialogue when the citizens are the beneficiaries and not the politicians”, he said.
