The Special Anti-Corruption Structure, known broadly as SPAK, is set to submit an authorization request to the Albanian Parliament for the arrest of Socialist lawmaker, Alqo Bllako.

SPAK is accusing Bllako of abuse of office, in connection to the concession for the Fier incinerator.

Bllako is accused of forging property expropriation procedures, in collaboration with then-environment minister Lefter Koka and the head of the Expropriation Commission Pellumb Abeshi.

Reportedly, the three officials falsified the documentation designating the land where the Fier incinerator was going to get built as ‘arable land’ in order to receive a larger compensation sum.

After a government order, the Albanian state paid around €379,500 (46.299.060 ALL) resulting in economic damages to the state budget to a value of €133,511 (16.288.344 ALL).

At the time, Bllako was serving as General Secretary at the Environment Ministry where he allegedly favored the concessionary firm Integrated Technology Waste Treatment Fier, a favor that earned him an irregular profit of around €122,663.
