On Friday, SPAK (Special Prosecution Against Corruption) issued its request for former Socialist MP Alqi Bllako.
In its conclusion, SPAK calls for the conviction of Alqi Bllako on charges of passive corruption of high-ranking state officials and elected local officials. SPAK demands a 5-year prison sentence for Bllako and a 5-year ban from holding public office.
SPAK had prepared 52 pages of final conclusions in the case against Alqi Bllako, who is suspected of the criminal offense of “passive corruption.”

Bllako is suspected of having received 119 thousand euros for equipment for gasifying drinks for his father’s company, from the company that won the concession for building the Tirana incinerator.
Bllako helped prepare the feasibility study. He maintained connections with the citizen Klodian Zoto. Vladimir Bezhani was hired as an external advisor by Lefter Koka through Alqi Bllako. Bezhani assisted the de facto owners of the company in the initial stages of the incinerator project until the unsolicited proposal was made. This proposal was prepared by Bezhani.
There were also other documents in service of the company that won the concession for building the Tirana incinerator. They also prepared the documentation for giving an 8% bonus to this company to ensure that it would win the concession. The proposal did not foresee costs by the proposing company. Bllako responded to the Council of Ministers, stating that this proposal would not harm the state budget. According to SPAK, it is proven that Alqi Bllako benefited improperly in two instances.
The next session will be held on March 7 at 13:00, where the defense lawyers of Bllako will present their case, followed by the announcement of the verdict by the Special Court for Corruption and Organized Crime (GJKKO).
If found guilty and applying for a shortened trial, Bllako’s sentence will be reduced by one-third, resulting in 3 years and 4 months in prison.
