The energy distribution company has misused 13 billion Albanian Lek, around €107 million, in the past year. Despite pandemic-related restrictions, a portion of public funds were abuses and unrelated to the crisis.
The Supreme State Audit (KLSH) compiled a report listing the violation and economic damage incurred. The purchase and sale of electricity, as well as unfair compensations, mounted the economic damage to 13.2 million Albanian Lek, adding another 863 million Albanian Lek on cases lost in court with former employees, and poor management of money spent on celebrations, holidays, travel and food expenditures.
However, these losses are insignificant in proportion to the debts owed by 21,000 users. From 2018-2020, the amount of money owed coming from energy bills is 10.1 billion in Albanian Lek. Last year, a letter sent from the institution of the State Advocate noted that OSHEE had to pay 1.1 billion ALL to Energy Financing Team due to an arbitrary loss, while now also risking to pay for rising interest rates.
In addition, KLSH found that OSHEEE paid a high-priced compensation to an owner in the Kombinat neighborhood after the latter gave away his land owned by him with the scope to build a substation. Costly compensations estimated at 27 million Albanian Lek were found by KLSH in a tender signed last year.
