The elections of May 14 will put 6 candidates in the race for Tirana from Erion Veliaj of the SP, to Belind Këlliçi of the Together We Win coalition, Roland Bejko of the DP and Lajla Përnaska, Arlind Qorri and Marko Dajti respectively from PDIU, Lévizja Bashkë and Fronti i Mätte. .

The way the winner for Mayor will be calculated is by simple majority or minimum majority. The candidate who will receive one more vote is declared the winner of the May 14 elections.

Winners for the City Council will be calculated differently for Tirana, which is the only Municipality with 61 seats in the City Council. In the race to fill these places are 16 political entities which have meanwhile submitted their lists of names with 61 candidates to the CEC according to legal obligations. These lists are otherwise called closed lists, which means that the voters on the ballot will refer to the party and not to their lists with many names.

The calculation of mandates according to the votes won for the Municipal Council is done according to a formula called D’Hond’s formula, which divides the number of votes won by each subject by the natural numbers from 1 onwards. From this division, the numbers that benefit are listed from the largest to the smallest until the seats available for the municipal council are filled. If we refer to the political vote of 2021 that the political subjects have received in Tirana and we would calculate it according to the formula in question, then the Socialist Party has 32 councilors, the DP together with its allies and the LSI have 28 councilors and the PSD has 1 councilor (these political subjects participated in the general elections of 2021). Yes, according to this formula, always referring to the votes they received in the general elections in Tirana, the number of votes for the 61st mandate was 5677. If the parties in these local elections would have the same result and would be ranked as in 2021, then 1 party today, you will need a minimum of 5677 votes to get a mandate in the Municipal Council (approximately).
