U.S. Funding Suspension: SPAK Responds, Asserts Institutional Independence

The Special Prosecution Office Against Organized Crime and Corruption (SPAK) has issued its first response following the U.S. Embassy’s announcement regarding the suspension of funds for Albanian institutions.

In a statement to the media, SPAK confirmed that it has been informed about the U.S. Government’s Executive Order, which halts the implementation of international assistance programs.

SPAK emphasized that it is an independent institution, entirely funded by the Albanian state budget, as stipulated in Law No. 115/2024 on “Managing the Budgetary System of the Republic of Albania.”

However, SPAK acknowledged the vital support of international partners, particularly in professional training, study visits, technical equipment, and case management systems.

“We have been informed about the U.S. Government’s Executive Order halting the implementation of international assistance programs.
SPAK is an independent institution, fully supported by the state budget. Law No. 115/2024 on ‘Managing the Budgetary System of the Republic of Albania’ also includes the approved budget for the Special Structure Against Corruption and Organized Crime for 2025.

Since its establishment, SPAK and the National Bureau of Investigation (BKH) have benefited from international support, including from the United States, through missions such as OPDAT, ICITAP, DEA, and the FBI.

Their support has been crucial for strengthening SPAK’s work, particularly in training, study visits, technical equipment, and case management systems.”

This response comes amid concerns about how the U.S. aid freeze might impact the effectiveness of justice institutions in Albania.
