Appeals Court collapsed by vetting, Judiciary left with 9 members, over 17 000 casefiles on hold

The discharge as a result of the vetting process, of the Judge of Tirana’s Court of Appeals, Evjeni Sinojemeri has further deepened the crisis and already created collapse within this Instance Court, coming as a consequence of the process of transitory verification.

At the moment, the Court of Appeals constitutes of only 9 Judges out of the 31 that are needed to form the main structure; something which has significantly slowed down the rhythms, through which work and casefiles that have been archived and put on hold for years now, can be evaluated.

Euronews Albania has learned that until March 31st of this year, this courtroom has registered a total of 17.245 casefiles waiting processing, and are day after day piling up as a result of the lack of administrative capacities needed to deal with them.

Based on the circumstances at hand, a considerable number of casefiles are left untried beyond any sort of legal time limit, leading thus to additional constraints in the operating capacities of this Courthouse.

Considering the circumstances, the High Judicial Council has been alerted and in order to resolve this collapse created by the vetting process, it is taking into consideration several candidatures in order to fill in all the vacant positions, however until now, no resolution has been found.

The issue of all the casefiles remaining in stock and waiting to be processed for years has now been reassigned by the High Court to several of the other Appellate Courts like the ones in Tirana, Durres and Vlore, whereas the effects of the vetting process risk to encompass the First Instance Court as well.
