In the annual report submitted to the Assembly on the state of crime in Albania, General Prosecutor Olsian Çela calls to add “illicit enrichment” as an offense to the Criminal Code.
Another concern raised by the general prosecutor is the vacuum left behind at the prosecution office due to the vetting process.
Over 80% of money laundering investigations were dropped in 2020, according to the Prosecution Office meanwhile only 20% of people arrested on various charges were sent to trial.
Based on this assessment, but also following a detailed analysis on this category of criminal offenses, Prosecutor General Çela called on the parliament to add “illicit enrichment” to the Criminal Code as it directly aims to tackle assets.
Prosecution offices have only limited access to State Cadaster Agencies, which impedes prosecutors from probing into suspicious wealth and assets acquisitions.
