Special Anti-Corruption Structure has requested for the former Minister of Environment, Lefter Koka, to be sentenced with 10 years in prison. He is accused of abuse of office, money laundering and corruption in the Elbasan incinerator affair.

Due to the shortened trial, former minister Koka will serve 6 years and 8 months in prison, if the court accepts the prosecution’s claim.

For the former general secretary of the Ministry of Environment, Alqi Bllakon, he requested 4 years in prison.

10 years in prison for Mirel Mërtir who, due to the shortened trial, will serve 6.8 months in prison

7 years in prison for Stela Gugalljan who, due to the shortened trial, will serve 4.8 months in prison.

4 years in prison for Serafin Papa, who due to the shortened trial will serve 2.8 months in prison.

4 years in prison for Pellumb Abeshi, who due to the shortened trial will serve 2.8 months in prison.

4 years in prison for Joniza Zeqo who, due to the shortened trial, will serve 2.8 months in prison.

4 years in prison for Bardhyl Çabini who, due to the shortened trial, will serve 2.8 months in prison.

According to SACS (SPAK), it is approved the fact that criminal offenses have been committed, for “abuse of duty”, “corruption”, “money laundering” and “violation of equality in tenders” . The procedure in the negotiation after the announcement and the concession was given to the company ‘Albetek Energy shpk’.

Former minister Koka was responsible for controlling all legal procedures. The members of the commission did not respect the law. The contract was predetermined to be won by the company ‘Albtek Energy shpk’. Mërtiri and Zoto have been in constant contact with Alqi Bllako and Etleva Kondi.

Former minister Lefter Koka is accused of having benefited from the two concession companies, about 3.6 million euros.

SACS (SPAK) accuses the former high officials of being involved in corruption and of having caused a damage of 4 million euros to the state through a scheme with the issuance of fictitious invoices for the works carried out in the Elbasan incinerator and for having benefited from trips and payments from the businessman Klodian Zoto.
