The United States Department of State (DOS), in its latest report on the investment climate in Albania, sees corruption as an imminent threat to the country’s economic development as well as rule of law.
Maintaining a critical stance, the report notes that corruption in the judiciary and public procurement procedures is common in Albania.
According to DOS, even concessions, usually in the form of Public-Private-Partnerships, are problematic because adequate analysis on its costs and gains are not done, which reduces fair chances when it comes to competitions, including here for foreign investors.
Despite a healthy legal framework and advances with the reforms, foreign investors see Albania as a difficult country to do business in.
